This is the first step of repairing a dent on a caved in plastic bumper cover on a car. In some cases, the bumper can be straightened out enough to be presentable without any further repair.
In professional body shops, the bumper would be popped out like in this video, then sanded with 80 grit on a DA sander, skimmed with body filler, and sculpted to perfection before application of primer, to be followed by basecoat and clear coat paint.
