Basically, Elliot uses a hook that triggers the sticky key executable (sethc.exe). It is a helper process that is executed when you press the sticky keys combo at the login screen. Only, by replacing sethc.exe with cmd.exe, which is the Windows command line executable, he's able to press the sticky key combo to get shell access.
From there, he is able to reset Olivia's admin password and log in as her from the e-OS login screen.
