Recap:
When you submit them, the software allows you to take care of both deadlines - sending the forms to your contractors through E-file and the IRS:
1) send to contractors by January 31st (email is ok)
2) send to the IRS with cover letter form 1096 by Feb. 28th
3) State requirements? If your state participates in the Combined Federal & State Filing program (CF/SF) IRS program (note: Quickbooks 1099 e-filing does NOT participate in this program, which is why this software is better). Your state might still require you to submit copies of the 1099s directly with them. This software has a GREAT resource to check your state, see here: tax1099.com/1099-state-filing-requirements
