The easiest way to remove dried latex paint off hardwood and luxy vinyl floor is to use rubbing alcohol and a non scratch scrub sponge like Scotch-Brite. That's it folks

The safest way is to soak the area with hot water and add a tad bit of plain dishwashing liquid and scrub away using a non scratch scrub sponge.

Other alternative include using minerals spirits and plain white vinegar.
