Description from the creator

1) Login to root account
2) goto /etc folder
3) search for cron.deny file
4) If cron.deny file not avaliable create a file with name of cron.deny
5) add the user id which you want to restrict the access for crontab
6) Save the cron.deny file

Note : If you have sudo permission enabled account you can do all the above steps
by using that account with out using root, but you need to use sudo command before read or edit cron.deny file.

Hadoop Id already added in sudoers file,so let me try with hadoop user id other than root id

If you want to convert normal user as a sudo user, Please click on the I Card button on left side header for video of How to add user to sudoers file in linux.
