To transfer pictures from PC to iOS, open your iOS settings and enable iCloud Photo Library. Download the iCloud software for windows. Enable iCloud Photo Library and My Photo Stream on your PC. Click the iCloud icon in the bottom right. Click Upload Photos. Select the photos you'd like to transfer and click Open. Wait for the photos to sync to iCloud and to your iOS device. Open the Photos app on iOS to view the photos.
