1. you must have beaten the elite 4

2.catch a wobbeft or any other pokemon with mean look and train it to the mid 30s.

3.head to slaport and make sure you have plenty of repels and ultra balls.

4.head north to the bike track.

5.Put Wobbuffet as first pokemon, spray repel and start walk in the bushes,

6.run around for 20 steps untill you know latios isn't their, head back into the bike track and repeat.
