Always smile when they first tell a ridiculous price before you start haggling. If the price is too high for you, just say no thanks and walk away. On the other hand, you can also haggle up to 70% off from the original price. State your final offer while slowly starting to walk away. They will either let you go or call you back agreeing to the price. Once they have agreed, you must buy the goods. So don't make an offer if you don't really want to buy.
