The tool I used in this video is called Mech-Q. It's available as a AutoCAD add-on or as a standalone called AViCAD.

2D ISO piping normally is used to provide a quick 2D sketch of a pipe run. It gives you a 3D feel but all input is in 2D. It's also provides a great way to get started in CAD before tackling 3D Piping.
