How to Catch Beldum and Bagon in Pokemon Emerald!
After Defeating the Elite Four, you can go to Stevens house and there will be a Beldum waiting for you!

Note!: You do not have to defeat the elite four to catch Bagon! (you will need Surf, and Waterfall)
Fly to Fallarbor Town, then go south to Route 114 until you find Meteor Falls.
Use Waterfall at the waterfall inside Meteor Falls.
and then go through the door.
Go to the very left ledges. Very slowly keep on going left. Go down the stairs you see, run down the staircase, and Surf across the water until you see a cave opening.
Enter the cave and Surf across the water where you will find TM02, Dragon Claw. Run around that spot, then you'll find Bagon.
