We go looking for a wild Kingdra at Route 18 (you can also find it at Route 17). To find it, you need a pokemon with Surf, the National Dex, and the Super Rod. Fly to Nuvema Town, and head north-west to the water in Route 1, head west, through Route 17 and through the water currents that take you west until you reach Route 18.

Run around until you see a bubble thing in the water (this is the equivalent to a shaking patch of grass). Mae sure you're right next to the spot, face it, and use the Super Rod into it. Press 'A' when an exclamation mark appears above your characters head. Kingdra has a 5% encounter rate in these 'fishing spots'.
