How to find Kyogre in Emerald Version:

You must already defeated the Elite 4, and will need fly, surf, dive and maybe waterfall and sweet scent skill (some grass-type pokemons have it). First go to Weather Institute in route 119, near Fortree City. The man in second floor will say that one route is under abnormal weather conditions.

IF THE ROUTE HE SAYS ISN'T 105, 125, 127 OR 129, WATCH MY OTHER VIDEO 'CAUSE HE IS TALKING ABOUT THE ROUTES OF GROUDON.

After that, you must go to that route as fast as possible, because if you get late the Marine Cave will dissapear and Terra Cave will appear. The route he said will be under heavy rain, so just search for a place where you can use dive. If your screen is like mine, that you can't see nothing, use the sweet scent. I hope you know what to do next :D
