In Pokemon yellow in cerulean city. In a house right next door to the Pokemon Center. Walk in and talk to the lady in the back of the room. Talk to her and she will give you a Bulbasaur.

Do note to get Bulbasaur Pikachu needs to be happy. It doesn't matter how many Badges you have, or what level Pikachu is on, the Pokemon just needs to be happy. It's possible to get Bulbasaur when you first arrive in Cerulean.

Have it at full health, then keep giving Pikachu Potions. Since it doesn't get used, you can keep using the same potion. Then once you've done it enough, talk to Pikachu and he/she should jump up and down.
