Description from the creator

Switch to Arc or Luneth as party leader to receive Mognet mails from Topapa, the last of which is “The Children are in Trouble!” This will require you to also collect 25% of the Bestiary to unlock the final message. Also, make sure you're not checking your Mognet mail in Ur- the message doesn't seem to pop there (I got it to pop elsewhere before recording). After which, return to Ur and talk to Topapa to initiate the quest. This is entirely possible to accomplish before leaving the Floating Continent (as that's what I did).
