TLDR:
Anyone connected to the system can delete every other controller attached or previous player controller's connected so that they won't interfere during future use by simply going to System Settings--Device-- Desyncing then Deleting controller from System Memory.
Here are some tips on how to deal with Wireless controllers on Playstation 4 with a Master Desync option in the PS4 Settings Menu.
After every Tournament Match or Pool have a judge's controller sync and desync/delete all past used controllers on the station.
