Description from the creator

Sorry if I sound odd, I have a cold. Also, I didn't cover port forwarding since I assumed people making a modded server would have some experience with server hosting.

Step 1: download the latest version of the forge server for Minecraft 1.12.2
Step 2: Run the server to get your eula agreement
Step 3: create a run.bat text document for the server
(I have 32 gigs of ram, use how much you are comfortable sparing)

java -Xmx8192M -Xms8192M -jar forge-1.12.2-14.23.5.2847-universal.jar nogui
PAUSE

Step 4: Download the RL craft server pack off of the curse website (it has to be the same version of the one you are playing)
Step 5: drag the RL craft server pack into the Forge server pack (Replace All)
Step 6: Run the .bat to check if it's working
Step 7: attempt to join your server with localhost
