"I'm not sure about the level you need to be in order to use the Manual Aiming" once your Dead Eye doesn't mark target automatically know that you have unlock it
1. Once you're aiming, press the middle mouse button to activate Dead Eye
2. While in Dead Eye, mark enemies by mousing over them and pressing "Q"
3. Left click to start blasting
