Description from the creator

Finally you can transfer your Gen 3 pokemon to Gen 4 using Drastic only (no need to use Matsu Player)

Emulator needed: Drastic
Games needed: Any Gen IV game (Diamond/Pearl/Platinum, HeartGold/SoulSilver), any Gen III game for GBA slot (Ruby/Sapphire/Emerald, FireRed/LeafGreen) and romhacks based on Gen III won't work on this method.

Steps:
• Save both gen 3 and 4 games
• Copy the Gen 3 rom and its corresponding savefile to the "slot2" folder of drastic located in your device's internal memory (if you don't have the slot2 folder, create a folder inside drastic folder named slot2)
• after copying rename the gen 3 rom and savefile to the slot2 folder, rename that said rom to EXACT name of your gen 4 rom
ex: Pokemon Emerald.gba, Pokemon Emerald.sav to Pokemon Platinum.gba, Pokemon Platinum.sav
• after renaming, go back to the gen 4 game reset then the menu must the "Transfer from_________(the gen 3 rom you copied) must appear.

Note: You must finish the Pokemon League and complete the Sinnoh Pokedex to obtain the National Pokedex for you access the Pal Park in Route 221.
And lastly you cannot migrate Pokemon from Gen III with an HM so you have to forget it first before proceed to migrating.
