Supplies:
Shoes
Scissors
Mod Podge (or Clear-Drying Glue)
Acrylic Paint / Nail Polish
A Paintbrush
Decoupage Material

Steps:
Step 1: Cut & Arrange Pieces
Step 2: Glue Pieces to Shoe
Step 3: Add Mod Podge
Step 4: Add Painted Border
