This is my simplified and easy version of how to draw ocean waves.
Outlining with a black marker is optional. However, it is important to have some kind of blending tool, such as a tightly rolled paper towel if you do not have one of those blending sticks on hand. My advice as a professional artist is to try to stay away from blending with your fingers.

Crayola color markers
Black Sharpie Marker fine point
HB drawing pencil
Eraser
Sketchbook
Prismacolor color pencils
Crayola color pencils
Blending tool
Pencil sharpener
