Watch as "Gossip Girl" head makeup artist Amy Tagliamonti takes us through the step-by-step directions for getting a neutral cat-eye on actress Amanda Setton. Amanda, who plays Penelope on the show, wore the same eye makeup to Blair Waldorf's wedding earlier this season.

1. Apply a bone colored shadow all over the lids.
2. Sweep a slightly darker color into the crease.
3. Fill in the sides with a third neutral shade.
4. Curl your lashes and apply mascara to your top and bottom lashes.
5. Using a thin brush, apply gel eyeliner along the upper lash line. Keep eyeliner arching upward to open up the eye.
6. For more dramatic eyes, line the lower waterline with a black pencil.
