What you need:
▶-Correct socket to remove the bolt
▶-An Impact is ideal, or a rachet
▶-Putty knife or 5-way tool to scrape...anything that can scrape...
▶-Angle grinder w/metal grinding disk
▶-Vice Grip
▶-A way to lift your deck (Hoist, ratchet strap, ramp/gate, mower lift of some sort...)
▶-Bench grinder (optional)
▶-And seriously about 10 MINUTES!

(I have been in the lawn mowing industry for over 10 years and not once have I ever balanced a blade. I have never had an issue with a spindle on any of the 30 plus mowers I have owned. If your blade is that out of balance...it is time to get a new blade.)
