The Steps I followed:

Step1: Windows Icon + E (Keyboard shortcut to open my computer)

Step2: Copied C:\Users\Public\Desktop
To address bar. Press Enter.

Step3: Copied Shortcut file to the above location
Now all users will have the shortcut on their desktop
