How to make Fish Pie

This fish pie Recipe is easy and simple to follow I have being use this recipe for a while & it always comes out very delicious
Ingredients:-
3 cup of all purpose flour
4 oz of margarine butter
1/4 red ,orange, yellow bell peppers
1 onion ( cut)
2 potatos ( per boil but it's optional )
1 cup of cold water ( with I block)
1 spoon of garlic powder
Spoon of black pepper
Salt
1 can of mackerel or any fish u desire
1/2 tsp of baking powder
1/2 tsp of baking soda
