One of the many reasons is that tampering with that data can result in irregular behavior of the device and it can even crash the very software of the phone. So the only way to get wallpapers of your phone is to root it. But that seems a lot of work for a such a small thing.
A workaround for this on Samsung devices is available. The trick shown in the video will allow you to access wallpapers on any Samsung phone without rooting it or downloading third-party application.
