There is no need of any application to do this, We can do this in our mobile settings.
Follow these below steps to do this:
1- Go to settings
2- open apps
3- open manage apps/ intalled apps
4- open whatsapp
5- Click on data usage
6- disable all options which usage data like mobile data-SIM1,mobile data- SIM2 , Background data.
we will not get any annoying notifications as well.

NOTE: To go again in normal (default) mode just enable all the things you disabled.
