the problem can be in your GPU/MOBO/PSU , Try changing ur hardware
or test Your components(gpu/psu/mobo) with some other pc,so u will be able to know
the root of this problem.

AntiaAliasing FXAA - ON
Anisotropic Filtering- 16x
Power Management Mode - Maximum Performance
Vsync(imp) - FAST

IN-GAME SETTINGS;
*Always switch Anisotropic Filtering to 16x
*FXAA to On
*MSAA to 2x or 4x (8x will adversely affect your FPS)
