commands and steps given below:

***INTERNET CONNECTION REQUIRED OR ELSE IT WON'T WORK

1. Open Command Prompt (Admin and non-Admin both will work)

2. then type this : pkgmgr /iu:"TelnetClient" press enter

3. then type this : telnet Towel.blinkenlights.nl press enter

Now you will see STAR WARS in your Command Prompt

I don't know how well will it work for other Windows(and their users).
To fix "Could not open connection to the host, on port 23" you need to connect to internet.
It only features Episode IV of STAR WARS I guess
