The one thing to keep in mind is that for this to work, the car needs to have been registered in OR previously. I am not sure as to how to register yet if it's coming from another state without a title. This video will also explain a really simple work around if you want to avoid DEQ. How to register your car without having to deal with DEQ in Oregon! It works!
