A hotmail new account is basically a Microsoft account whose username or email address has the hotmail.com extension.
Since hotmail.com got replaced, by outlook.com you will access all your hotmail email and hotmail settings from the outlook website.
Just to be clear, hotmail and Outlook are the same thing. Microsoft's free web email service.
So you can go to the Outlook.com website and create your Hotmail account with either a hotmail.com or outlook.com email address.
On the outlook sign in page, click 'Sign Up' to set up a microsoft account.
