This is a fast tutorial on how to install Photoshop actions for CC, CS, and Elements. You can use this method on my different version of Photoshop.

Another way is extracting the zip file that you downloaded, then you can drag and drop the ATN action file into the action window panel.

You can also click on the options panel on the top right of the actions window panel. Form there you can select "Load Actions".
