You can recommend one of your friends to be friends with another of your friends on Facebook. This is what Facebook refers to as suggesting a friend.

To suggest a friend on Facebook:
Sign in to your account and navigate to your friend's profile page
Click on he 'Friends' button in the cover photo area.
A pop up window will appear with a list of all your other friends.
Select the friend you want to suggest from a list.
The other person will receive a notification.
