You can unblock someone you've previously blocked on facebook.

Click in the upper-right corner of your homepage and select How do I stop someone from bothering me?
Click View All Blocked Users.
Click 'Unblock' button next to the name of the person you want to unblock.

The procedure above answers the question: how do you unblock someone on facebook ?

Its not enough to unblock someone from facebook.
Unblocking someone doesn't add the person back to your friends list. It just means you can find each other on facebook. If you want the person you unblocked back in your friends list, you have to send them a new friend request.
