How to Catch Kyogre

Step 1: Go to the weather institute on Route 119
Step 2: Talk to the guy on the second floor and he will tell you about a rain storm at a certain route
Step 3: Go to that route and there will be a rain storm..look for a patch of deep water, dive and approach Kyogre
Step 4: Make sure you have a pokemon that knows hypnosis or sing to put it to sleep
Step 5: Get its health into the red zone and put it to sleep Step 6: Throw ultra balls and hope for the best
NOTE: You must have caught Groudon and beaten the Elite 4 to catch Kyogre
