Well the title sums it up really, I did this on Emerald which is the only game where you can get volt tackle so don't try to get it on ruby or sapphire. You need to catch a pikachu holding a light ball in order to obtain a pichu with volt tackle, and it has to be the female holding it when mated with either a male pikachu or raichu. But theres only a 5% chance of a pikachu holding one so..... catch as many as you can, it took me a whole box full of pikachu's to finally get one with a light ball so be patient and catch loads 15 odd per safari game, so thanks for watching and good luck.
