Stuck at the phone number since I don’t have a spare one, but if you put your actual phone number with the right country, you should get a text message with the code to input.

Once you put the SMS code in and the site shows your account logged in, log into the app store from your phone and input the following information if it asks you for it


Postal Code: 100-0001
Prefecture: Tokyo
City: Chiyoda
Address: Chiyoda-ku
Phone: 077-5515389

If they ask for a specific address, find a hotel in the area listed and input it. Once you finished, you should be able to download apps from the app store using your new Japanese ITunes Account.
