Description from the creator

There are various reasons why you would want to set or add a custom login message at macOS login screen. It could be a notice to end user, a piece of information, a set of rules, terms & condition or any privacy policy or fair usage policy. In all such cases you would want to add a custom message to the login screen on your Mac. This message is also called as login message, welcome message, start up message at login window in macOS. Starting from Mac OS X 10.7, you can set a login message to Mac login window. There are three different types of message that can be set to appear at Mac screen.

1. Set a custom text message to Login Screen of your Mac
2. Set a Policy Banner that appears at Login screen and ask users to accept the policy
3. Set a Screen Saver message that appears when your Mac is left Idle.

Add text to the login screen using System Preferences
To create the message:

1. Click Apple icon at the top left corner and choose System Preferences.
2. Click Security & Privacy, then select General tab.
3. Open the padlock from the bottom left corner by clicking it and supplying the administrator password.
4. Now check the box next to “Show a message when the screen is locked,” then click Set Lock Message.
5. Enter the desired message to display at the bottom of the login window. There is no limitation for the number of words or characters. And only the text messages are allowed.

That is the simplest way to set the login message in macOS, You can also set a policy banner that a user must accept before he/she can log in. This policy banner can have both text and images and usually used for a longer message.
To create Policy banner:

1. Create the policy including images and save it with name PolicyBanner in text format (.txt) or rich text format (.rtf).Now copy this file to location /Library/Security/.
2. Type the administrator password when asked.
3. Restart the Mac and you should see the Policy Banner that you created and set to show at login window in Mac.
