At the peak of the Pokemon Leauge, the Crowned Champion is Steven! You know, the guy who kept making apperances on my journey? Well he was planning on meeting me here since we met. Steven is a master of Steel Types. He has a party full of rare Pokemon: Skarmory, Aggron, Cradily, Armaldo, Claydol, and an extremely powerful and rare Pokemon, Metagross.

After defeating Archie for the 2nd time, you will notice that heavy rain is occurring. Go to Sootoplis City and Steven will guide you to the Cave of Origin. Go deep in the Cave of Origin, and you will meet Kyogre in there. Save before you approach it. Kyogre is on Level 45. It's ability is Drizzle which makes it rain for an unlimited amount of turns. Since Kyogre is Water type, Net Balls would be the best choice.
