Ho-oh is located in the tallest peak of Navel Rock, an island near the Sevii archipelago. In order to get to Navel Rock, one must have the Mystic Ticket (an discontinued promotional item) and the National Dex.

Ho-oh is also located in this exact same spot in Pokemon FireRed and LeafGreen. The same requirements apply.

If you have only one Master Ball, I implore you to not waste it on Ho-oh as I did; I was doing this for instruction. Ho-oh will not run from you, so Ultra Balls (or in some cases, Timer balls) will suffice.
