Let's enable cookies in Chrome. You can disable them the same way. Launch Chrome and go to settings.
You can get there via the three dots on the top right then click settings or in the menu then preferences.

On the bottom of that page, you should see advanced. Click that.
Now look for the option content settings and choose that.
Cookies should be the first option on top now. Select it and use the slider to enable cookies or disable cookies.
