This tutorial shows you how to setup an Android development environment on Windows. It's fairly straight forward. But if you get stuck any point, just leave a comment and I'll try my best to guide you. The files you'll need are shown below. Note that the ADT Plugin isn't on a website, you just need that link (below) when adding the ADT plugin into Eclipse. This is shown in the tutorial.
