To set hotspot:

netsh wlan set hostednetwork mode=allow ssid=hotspotname key=hotspot password

To start hotspot:

netsh wlan start hostednetwork

To check status of hotspot:

netsh wlan show hostednetwork

To stop hotspot:

netsh wlan stop hostednetwork
