You can upload custom thumbnails on Instagram instead of using the default thumbnails. When you upload a video on Instagram, you can go over to cover and chance the main cover or thumbnail on the video. But it forces you to choose one from the actual video.

There is a simple workaround. You can use a video editor to add your thumbnail as the first or last frame of the video. Once you do, you can export the same video from the video editor and upload it to Instagram.
The new video will have your new thumbnail as a cover option.
