Here is a quick guide key-

Solid color #051340
New Doc 80-80
Create Border white
Edit - define pattern
Name suggest them
Close doc return blue print effect
New blank layer
Edit fill black
Ctrl+t to transform
Open layer style
Pattern overlay
Select box grid pattern you created
Scale to 25
Opacity to 15
Than stroke
Color white
Position center
Opacity 35
Blend mode to screen
Background drag to top
Image - adjustments - desaturate
Filter - stylize - find edges
Image - adjustment - invert
Levels to mask
Image blend mode to screen
Edit - transform -scale
Adjust to inner border
