In General cats Do Not drink enough water for optimum healthy hydration. This is a trick I have used with my cat to help him maintain a proper hydration level. He has always had very sensitive skin on his hind quarters to the point where he couldn't be touched, much to the vets confusion. Now after 12 years the prob is finally going away and I can pet my cat again! :)
