How to get a plane in GTA Vice City

Just to clear this one up, there is only one flyable plane in GTA Vice City - the Skimmer sea plane. It only spawns during and after the Dodo mission at the movie studio asset. While there are other planes at the airport and in the sky, you can't fly any of them.
