If your freezer is cooling but your fridge is warm, it's usually the fan that blows the cool air into the fridge compartment. If you hear the buzz it's either a failed relay, capacitor or a failed compressor. If it's a bad compressor and it's not in warranty, it may be worth just buying a new refrigerator. But it's worth testing the relay and capacitor or even jump starting the compressor with a hard start capacitor.
