From auto shapes menu in PowerPoint, add a Rectangle for the base post-it note. Change the fill color of this shape to a light yellow and remove the outline.

Cut and Paste the rectangle back as a picture using Home - New Slide - Paste as Picture

This will allow us to add picture effects to this sticky note. Remove any outline.
Add an oval and color it red, with a bevel so that it represents a pin.
Now your sticky note is pinned and you can add your text.
