Certain UWP apps will still be granted permission to have broad file system access. Granting broad file system access includes Photos, Videos and Documents. System Access Restricted.

I will show you how to change Privacy settings to allow or deny apps access to the file system for all users or only your account in Windows 10.

The registry location is:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\CapabilityAccessManager\ConsentStore\broadFileSystemAccess
