Hand-to-Hand seems like a really hard skill to use in Oblivion, and it is. However, it's not completely useless, and you can still fight with it.

First of all, if you are going to use Hand-to-Hand, just don't try to block. Blocking is painful. What you can do though is use a bit of magic to supplement speed and focus on fast fighting. Of course, with any fighting style, paralysis is really useful, but with Hand-to-Hand, try to prioritize paralysis spells.
